Paul Engstrom, P.E., PMP
Vice President, Project Delivery

Paul M. Engstrom joined Planning Company Associates as Vice President Project Delivery. Paul has developed a highly respected and trusted reputation among fellow public sector professionals as well as local agency and private sector transportation professionals. While Paul was in the position as Caltrans Deputy District Director for Programming and Project Management his vast project delivery experience, effective skills in team building, and delivery focus was instrumental in changing the District’s delivery record from virtually last place in statewide delivery to a 100% delivery record for all major project milestones as measured by quarter. Paul has worked in Northern, Central and Southern California Caltrans Districts and is well known statewide.

Paul’s past experience include Project Management Coordination for all four Southern California Caltrans Districts. In this position, he served those Districts as the HQ expert in solving both financial and project delivery problems. His most notable skills are finding solutions, developing and fostering consensus to implement solutions, and building relationships that assure delivery is smooth and successful. He is known from both local and state transportation officials for being able to fix what many considered impossible project delivery problems. While working as a Geometric Reviewer, he was well respected for his ability to find design solutions for the most congested and constrained freeways in the state. His understanding of the Caltrans design standards goes well beyond just knowing the book. He has a genuine understanding of the purpose of the Design standards and how they should or should not be applied.

Besides Paul’s 18 years experience in the Public Sector, he has also served as a Planning Commissioner and later Chair of the City of Riverbank Planning Commission. During his tenure as a Planning Commissioner, the City was in the process of updating their general plan which defined the vision of the City that has nearly double in population since. His understanding and respect for regional and local planning issues has provided him with a unique perspective to solving transportation problems. Prior to working for the Public Sector, Paul worked as a staff engineer at PBQ&D. Paul is a licensed Civil Engineer, a certified Project Management Professional (PMP) and is a graduate of California State University, Sacramento.
