Planning Company Associates, Inc. was instrumental in formulating and executing the strategic approach to implementing this important urban project through the creation and establishment of the Pasadena Blue Line Construction Authority authored by State Senator Adam Schiff. The Authority enabled the communities invested in the Light Rail Line to maintain control over the completion of the project via a “design-build” approach, while realizing significant savings and an accelerated implementation timetable.

The Pasadena Blue Line project was constructed on-schedule, saved over $200 million from the original budget, and was opened for passenger service in July 2003.
